An organism’s presence does not prove it caused the symptom. Inspect affected and unaffected plants, map the edge and center of damage, and record the recent rain, freeze, irrigation, cover, and storage history. Apply a winter IPM escalation ladder
- Define the unit: plant, bed, protected space, storage lot, orchard block, or structure.
- Identify and quantify: count affected plants or signs, map the pattern, and distinguish fresh from old damage.
- Set an action point: decide what level threatens the crop, stored food, tree, structure, sanitation, or safety.
- Correct conditions: adjust drainage, irrigation, airflow, sanitation, exclusion, harvest, or access where evidence connects it to the problem.
- Use physical or mechanical controls: barriers, removal, trapping, pruning, or cleaning only when appropriate to the organism and site.
- Use biological controls selectively: confirm organism, temperature, timing, habitat, release instructions, and destination eligibility.
- Consider a pesticide last: verify the target and site, current Washington registration, label directions, restrictions, and effects on beneficial organisms.
- Recheck: record the response and stop, continue, or change tactics based on evidence.
Change the prevention plan across Washington
Olympic Peninsula and coast: Persistent moisture, wind-driven rain, and mild intervals favor slug activity and leaf wetness. Secure protection, maintain airflow, protect drainage, and inspect after storms. Sanitation should remove confirmed diseased or contaminated material without stripping every clean habitat feature.
Puget Sound lowlands: Low light, wet soil, urban shelter, and variable frost can combine slugs, aphids, protected-space humidity, rodents, and abiotic stress. Compare outdoor, covered, and sheltered plants before deciding that one pest explains the entire pattern.
Cascade and high-elevation sites: Snow and limited access may reduce scouting frequency while increasing rodent shelter or structural risk. Use safe access, inspect trunks and storage when possible, and do not disturb snow or dormant habitat without a defined reason.
Columbia Basin and eastern Washington: Rodent access, storage pests, dormant fruit systems, wind injury, mites carried from dry periods, and freeze damage deserve attention. Check root-zone moisture and weather exposure so abiotic injury is not treated as disease.
Manage slugs without making universal safety claims
Confirm fresh slug feeding and inspect likely shelters during an active period. Protect small transplants or seedlings, remove excess boards or debris immediately beside vulnerable crops when they serve no habitat or operational purpose, and hand-pick where practical. A clean garden is not the goal; selective sanitation is.

If bait is considered, identify the active ingredient, crop, and site, then follow the entire label, including placement, reapplication, harvest, storage, and protection requirements. “Organic” does not mean non-toxic or universally safe for pets, children, wildlife, or beneficial organisms.
Separate storage, rodents, and dormant disease
For stored produce, seed, and supplies, inspect incoming and adjacent lots, containers, shelving, condensation, temperature, gnawing, insects, webbing, frass, and decay. Isolate affected material, discard unsafe food appropriately, clean cracks and spills, and use tight storage where suitable. Do not apply a garden pesticide in a food-storage area unless the label explicitly allows that site and use.
For rodents, identify signs and access instead of relying on a hole alone. Protect trunks and stored food with methods appropriate to the species and site, reduce concentrated shelter near vulnerable areas, and check traps or exclusion safely and legally. Avoid methods that create unacceptable risks to people, pets, wildlife, or non-target organisms.
For dormant fruit disease, record the host, cultivar, tissue, wound, weather, and history. Prune or treat only from a confirmed diagnosis and crop-specific timing. Rain and wet tools can spread some pathogens, while premature pruning can create unnecessary wounds. Confirm pruning readiness from the plant, diagnosis, site conditions, and forecast, and use crop-specific fruit guidance for the cutting technique.
Retain functional habitat with boundaries
Perennial stems, leaf litter in selected areas, flowering resources, and undisturbed soil can support overwintering beneficial organisms. Retain them where they do not maintain a confirmed disease, regulated pest, rodent access, fire issue, or operational hazard. Connect habitat to scouting so the practice supports predator-prey balance without becoming an assumption that more debris is always better.
Use the beneficial-insect habitat guide for plant and season-long planning. Do not make a native-status claim without defining the geography and checking an authoritative flora source. Habitat can reduce the need for broad interventions, but it does not guarantee pest control.
Inspect protected spaces as separate ecosystems
A low tunnel, cold frame, greenhouse, or indoor propagation area can remain biologically active while the outdoor garden slows. Check growing points, both sides of leaves, pot rims, trays, media surfaces, vents, and sheltered structural joints. Record temperature, humidity or condensation, watering, airflow, and whether the issue clusters near a vent, heater, door, wet corner, or recently introduced plant.
Aphids can increase on soft protected growth, but curled or yellow leaves also result from root stress, cold, low light, or nutrient imbalance. Confirm living insects and monitor whether the population is increasing. Note predators or parasitized aphids. A small, stable population on a noncritical plant may justify monitoring, while rapid increase on vulnerable starts may cross the action point sooner.
Foliar spots require a host- and symptom-specific diagnosis. Reduce prolonged leaf wetness where possible, space and ventilate appropriately, water from root-zone need, and remove confirmed infected tissue using suitable sanitation. Do not assume that a fungicide will cure damaged tissue, and do not spray merely because winter weather is wet.
New plants, harvested roots, storage bins, media, and reused trays can move organisms into protected areas. Inspect and isolate when appropriate, clean reusable equipment with a method suitable for the material, and keep records of introductions. Avoid creating pesticide residues or incompatible treatments in food, propagation, or beneficial-insect spaces.
Use pesticide labels and registration as hard boundaries
If nonchemical and preventive steps do not meet the action point, identify the target, plant or commodity, and exact treatment site. The product label determines where, how, how much, how often, and with what protective equipment a pesticide may be used. Confirm that the product is currently registered for the intended Washington use and follow preharvest, reentry, storage, disposal, weather, and environmental precautions.
Do not combine products or improvise a rate unless the labels allow it. More is not better. Protect pollinators, predators, aquatic areas, people, pets, wildlife, and neighboring property according to the label and site conditions. A dormant season does not eliminate drift, runoff, exposure, or non-target risk.
Document product, registration or label version checked, target, site, reason, conditions, application, and result. If the label, diagnosis, or legal status is unclear, stop and use WSU Extension, the Washington State Department of Agriculture, or a licensed professional rather than guessing.
Choose controls after identification
After identification and an action threshold, review organic pest-control options by target, crop or site, active ingredient, label, and non-target effects. Consider beneficial insects only when the pest, temperature, timing, release environment, and destination eligibility fit. Before ordering, confirm current availability, Washington eligibility, and the current label. A separately diagnosed disease may need a different response and should not be folded into an unverified pest treatment. No individual product is mandatory.
Record the result
Record the organism or stress, evidence, action point, intervention, weather, and follow-up count. Photograph the same area. If the pattern does not change as expected, return to identification rather than escalating automatically.
